Draft Statutes of the European Confederation
of Soil Science Societies (ECSSS)
THE PURPOSE OF THE ECSSS
A. Name, objectives and seat of the ECSSS.
A1. The name shall be the European Confederation
of Soil Science Societies (ECSSS). ECSSS is a regional organisation of the
International Union of Soil Sciences (IUSS)
A2. The objectives of the ECSSS shall be to
foster all branches of the soil sciences and their applications, to give
support to soil scientists in the pursuit of their activities and to provide
politicians, decision makers and the public with soil information for the
sustainable use of natural resources.
A3. The activities of the ECSSS shall include:
arranging meetings, conferences and congresses;
arranging for the publication of material
relevant to the interests of the ECSSS and its members;
establishing co-operaton with other related
arranging for studies and research projects in
particular fields of general interest, such as specific definitions,
classifications and databases;
establishing prizes or awards to encourage and
recognise excellence in the discipline;
taking any other action that will advance soil
A4. The scientific structure will be that of the
IUSS, already established, with divisions, commissions and working groups.
A5. The seat of the ECSSS shall be the
professional address of the President, who comes from the European national
soil science society which organises the EUROSOIL Conference.
A6. All interpretations of the Statutes by the
Council are final. The Council promulgates and amends Bye-laws where this is
needed to clarify the Statutes, or to improve the operations of the ECSSS.
B1. National Societies of Soil Science, or other
adhering national organisations representing the soil scientists of that
country, may join as National Members. Only one organisation can join from
each country. Where the adhering organisation is different from the National
Soil Science Society, the National Society shall be a part of, or have a
formal agreement with, the adhering organisation.
B2 The members of a National Soil Science
Society that is a National Member of the ECSSS, directly or through an
adhering organisation, will be Members of the ECSSS. They will have rights
to attend all ECSSS Congresses and meetings, to receive ECSSS publications,
and to participate in any ECSSS activity.
B3. Individuals or corporate bodies who may wish
to support the soil sciences in various ways may become Sustaining Members.
B4. Honorary Members will be elected by Council,
and shall be soil scientists of great distinction and international
reputation, who have given service to the ECSSS. No Honorary Member shall be
elected if this brings the total number of Honorary members up to more than
one per thousand members of the ECSSS. Up to 3 Honorary Members may be
elected at any one EUROSOIL Congress. Proposals for Honorary Membership
shall be made to the President by a National Member at least 6 months before
the next EUROSOIL Congress Elections can only take place, and results be
announced, at the EUROSOIL Congress.
B5. A Member of any status can be expelled on a
2/3 vote of the Council if the member has broken the Statutes of the ECSSS,
or has brought it into disrepute.
THE STRUCTURE OF THE ECSSS
C. The Council
C1. The Council consists of the Bureau, one
accredited representative from each National Member, and two Honorary
Members. The last mentioned shall be elected on a postal vote by the whole
body of Honorary Members.
C2. The Council is the supreme body of the ECSSS,
and carries general responsibility for the efficient functioning and the
success of the ECSSS. The Council is chaired by the President, unless he has
specifically delegated his authority to another member of the Bureau for
that occasion. Fifty percent of the Council members constitute a quorum. The
Council must meet during the EUROSOIL Congress and once between EUROSOIL
Congresses, and may meet more often. The President shall report on the
activities and decisions of Council to the EUROSOIL Congress.
C3. Council members representing National
Members must be accredited by the relevant body to the President before a
Congress. They shall normally serve from the beginning of one Congress to
the beginning of the next, and can be re- accredited for further terms.
Their method of selection is for the relevant National Member to decide, but
they must be members of the National Soil Science Society of that country.
C4. Each National Member shall have one
representative on Council.
C5. The Council has the following specific
functions, together with its general responsibility for the wellbeing of the

and venue, and appoint the next President and Vice-president from that
country. The selection should take place at least 4 years before the
To oversee and approve arrangements for EUROSOIL
Congresses and other major meetings;
To set policy guidelines for the Bureau, for
action when Council is not in session;
To establish Review Groups and Task Forces to
examine scientific, political or administrative issues affecting the ECSSS,
and to decide action on the basis of their reports.
To elect Honorary Members. f. To establish and
provide terms of reference for the necessary Standing Committees of Council.
Their Chairpersons shall report to Council.
D. The Bureau
D1. The Bureau is the collective name for the
ECSSS Officers, i.e. the President, the past-President, the Vice-President,
and the past-Vice-President.
D2. The President and Vice-President are elected
by Council at the time at which the country and venue for the next EUROSOIL
Congress is chosen, and must be from that country. They are elected at least
4 years before the Congress, i.e. 4 years before they enter office. They
shall be members of the Bureau for 8 years: 4 years in office, and 4 years
as past-President and past- Vice-President.
D3. The Bureau shall meet at EUROSOIL World
Congresses, and at least once between Congresses, and otherwise the members
shall remain in regular contact with each other. Its meetings shall be
chaired by the ECSSS President.
D4. The Vice-President shall succeed the
President if the latter shall be incapacitated or shall resign, or be judged
unfit to serve by the Council. If the Vice-President is not available, the
past- President, or the past-Vice-President-elect, shall become President.
If these cannot be appointed for any reason, Council can designate any
member of Council to be Acting President.
D5. The functions of the Bureau are as follows:
The continuing management of the ECSSS,
following policy guidelines established by Council;
Preparation of Council business;
The production and dissemination of information
and publications to members;
Continuing contact with IUSS, other Unions and
organisations; f. International representation of the ECSSS.
E. The Standing Committees
E1. Standing Committees may be established by
Council to oversee areas of its business and to advise it. The Chairpersons
of the Standing Committees are ex officio members of Council.
F. The EUROSOIL Congress
F1. The EUROSOIL Congress is the main scientific
meeting of the ECSSS. It shall cover all parts of the disciplines of IUSS.
It is open to all members of the ECSSS and to members of IUSS.
F2. The host country National Society shall make
all necessary arrangements to ensure the success of the Congress. The plans
shall be submitted to Council at its meeting at the previous Congress.
F3. The proceedings of the Congress shall be
published by the host country National Society, using methods agreed with
G1. The ECSSS's funds are in the care of the
President and shall be administered by the host country organising the next
H. Business language and logo
H1 The business language of ECSSS, in which
Council, Bureau and Committee Business is transacted and official papers are
published, is English. An adhering organisation my distribute part or all of
the official papers in the original form (English) or their own language(s).
H2 Congress language: The language of the
EUROSOIL Congress is English. The host country may use its own language, but
must arrange for appropriate translations into English.
H3 ECSSS logo: The ECSSS logo will be used on
all official documents of the ECSSS. It should also be used on all materials
sanctioned by the ECSSS.
I. Changes to the Statutes
I1. Changes in these Statutes can only be
effected by Council, on a 2/3 majority of voting members of Council in a
postal vote. The proposed changes must have been publicised to the whole
membership at least 6 months before the vote. Proposals for such changes may
come from National Members of Council, or from any group of not less than 20
I2. A new Statute shall come into force on a
date decided by Council, which shall be as soon as possible after the
publication of the results of a positive vote.
